Stephen R. Bell is of counsel in the Telecommunications Department of Willkie Farr & Gallagher LLP in Washington, D.C. Mr. Bell has counseled clients on domestic and international legal matters in the telecommunications field for over 25 years.

Mr. Bell is currently involved in providing clients with commercial, licensing, and regulatory advice with respect to the installation and provisioning of undersea cable facilities and services and of satellite operations. He also drafts supply agreements, IRUs, and capacity use agreements for terrestrial and undersea capacity providers. Mr. Bell regularly provides regulatory and commercial advice with regard to facilities-based new entrants in the telecom/cable markets, and conducts regulatory due diligence and offers expert advice with respect to the financing and acquisition of regulated communication entities.

Mr. Bell also advises clients on a wide variety of international regulatory and privacy issues and is the coordinator of a 25-country study on the impact of certain types of telecommunications regulations on the delivery of information services.

A substantial part of Mr. Bell’s practice involves counseling governments on telecommunications policy and finance, and counseling service providers on multinational regulatory requirements. He served as counsel in the privatization and commercialization of a variety of state-owned telephone operators, including operators in Hungary, Jordan, the Czech Republic, the Congo, and Moldova.

Mr. Bell represented information service providers in the proceeding that led to the deregulation of information services. He has participated in all of the major federal and state proceedings that defined the regulatory status of Internet service providers and the relationship between telecommunications and information services. He continues to advise providers of advanced communication services.

Mr. Bell is a member of the American Bar Association, the Federal Communications Bar Association and the Computer Law Association.

Selected Significant Matters
Mr. Bell recently worked on the following significant matters:
  • The analysis of the telecommunication and data protection laws and regulations in the U.S. and 70 foreign jurisdictions and the creation of a licensing and regulation compliance plan for the introduction of several new Bloomberg L.P. services

  • Creation of complex contracts governing the manufacture of cable equipment and the installation and provision of undersea cable service for several undersea cable providers

  • Advised Bloomberg L.P. with respect to a wide variety of domestic and international telecommunication service agreements

  • Represented Knology Inc. (a new broadband service provider) in several successful proceedings securing access to public utility poles and ducts, and refunds from pole owners

  • Advised Reliance (India) on the regulatory issues relating to the acquisition of FLAG (an undersea cable provider)
